MISSION ACCOMPLISHED – MAKING THE ARGUMENT FOR FUNDAMENTAL ISSUES OF LEADERSHIP & SERVICE DELIVERY (Sowing Seeds of the Future)

One Year ago today, President Y.K. Museveni Made a memorable Visit to Kenya where he continued to make the argument for regional integration as a necessity for proper establishment of Space Infrastructure. He cited the 4-Dimension superiority agenda by the Americans.
In “Katondoozi y’Orunyankore-Rukiga” Page 2, by President Y.K. Museveni et al, it is shown that Space-Science has always been a part of African Culture and heritage. There is the Navigation star “Nyamuha-Ibona” among a total of 13(Thirteen) mentioned in the book and the sun “Kazooba Nyamuhanga” implied. Therefore, it is within the rights of Africans championed by the NRM’s Pan-African agenda to make sure of African substantive space-presence and cultivation of an interstellar mindset in its people.
I am in full support of President Museveni’s space agenda and believe the NRM to be best suited to lead the country as an integral part of a continental journey to substantive space-presence. Therefore, with the NRM, the sky will no longer be the limit as our country is headed for extra-terrestrial space.
I have since developed astronomical faith in the NRM and already symbolically started flying the yellow space-ship in honor and admiration of the implicit audacity of hope in making the achievement for posterity.
Sowing seeds of the future by the NRM as above highlighted in achieving substantive space-presence among other projects and in addition to “Sowing the Mustard Seed” by President Y.K. Museveni INSPIRED my campaign for Directly Elected MP towards the same approach of leadership in Hoima West Division Constituency as “MP OW’EMBIBO”; a tribute analogy of the Importance of “EMBIBO” (Aggregate Good-Quality Seed) – emphasizing sowing “good-quality” seeds of the future for Leadership fundamentals and respective service delivery within the constituency.
As we all know, without roots there can be NO growth of the seed. A nurturing environment and good-seed ensures growth, sustainability and continuity. This makes the argument for our culture and Pan-African roots in ensuring the Vision of a great Afropolitan (Patriotic and Pan-African) City of Hoima of which Hoima West Division Constituency is an Integral part.
In sowing seeds of the future, a nurturing social-political environment is implied; hence our campaign slogan “Tutatokoolikana Twombeke ‘Ihanga Lyaitu” - “Let’s cut out the noise and develop our country”. We have made sure of a quiet campaign, making thoughtful communication whenever necessary in emulation of President Y.K. Museveni’s approach, and successfully influenced the political-campaign environment in Hoima City to tone down the noise.
A nurturing social-political environment requires optimal political-osmosis. Political Osmosis is described by the Oxford Dictionary as the process of gradual assimilation of Ideas, knowledge etc. This makes the argument for the “Fundamental issues pertaining to Political-Leadership” as paramount in having effective people-representation and respective servant-leadership. The absence of these fundamentals risks the Electorate Choosing (even by a landslide) a Looser-leader, but winner at the polls to the detriment of the constituency’s development and growth as has been witnessed in the past.
Every Human being is a seed of course – in a trinity unit; body-mind-and soul.
To give rise to good seed as described above, one has to be of good seed, aspire towards giving rise to good seed and work towards nurturing good seed from within and without themselves for posterity.
Democratic Participation is one of the fundamental issues we have advocated by engaging all the LC1 chairpersons of Hoima West Division constituency, culminating into a hearty meeting at De Place Hotel in Hoima City – Hoima West on November 30, 2025, proving a 52% approval rating of our campaign at the time - believed to be 60% currently. Political apathy is peculiar to Hoima West Division Constituency as previously highlighted – the evidence being in recent polls with Marginal winners; 2021 MP Elections: 157Votes; Recent NRM primaries: 262Votes.
Hoima West Division Constituency as a subject-matter, comprises the Main seats of: The Hoima Catholic Diocese; The Anglican Bunyoro Kitara Diocese; The Bunyoro Kitara Kingdom; Hoima City HQ on the one hand and Local government at Kasingo on the other. With all these establishments affecting the day to day lives of the people, Hoima West Division Constituency quintessentially is the heartbeat of Hoima City. The people of Hoima West Constituency are therefore informed, some with options at their disposal and will tend to be apathetic to incompetent political-leadership be it existing or prospective.
The above underscores an additional fundamental leadership issue of “Integrity” both on the part of the Leaders (Existing and Prospective) as well as the Electorate. A Runyoro proverb “Ibara libi, liinaza nyina-lyo [Ibara Lirungi, Likurabya omu Bagiza-nsoni]” – “A bad name begets its bearer”, is as well echoed by President Y.K. Museveni et al in the book “Katondoozi y’Orunyankore – Rukiga” Page 78. Therefore a poor choice of leadership for the constituency reflects on it and its people. A good leader should NOT objectify the youth especially the young girls instead of sowing good seed in them for the future. Additionally, a good leader should NOT be ambiguous in conduct as the electorate deserves clarity of character NOT confusion. This implies, the best campaign is the one that undertakes to fly the flag of Decency and clarity of Vision in the limit of and despite the circumstances.
NO community develops and grows without adequately addressing the basic-necessity issues of food availability/security and shelter/ housing. It is now almost 2,000(two thousand) years since Jesus made sure of “The Daily Bread” in his famous prayer. Therefore, effective Leadership should NOT shy away from addressing issues of adequate basic-feeding for the population in whatever varied ways. In fact, Kinyoro Culture cautions: “Akuzinduka (akukeera), niwe akuliira obuhoro” – “The one who visits you early in the morning, is likely to be the one to eat your overnight left-overs”. This Pan-African wisdom takes Jesus’s “Daily Bread” a notch higher by advocating securing what “food” you have first on a daily, and be on the lookout for opportunists before searching for additional “daily-bread”. Perhaps this could apply in the political context of Hoima West Division Constituency.
Regarding Shelter, there is a policy cooking up towards easing home ownership by the Youths to acquire friendly loans payable over very long periods. However, in my humble opinion, it begs for supplementary African Wisdom as housing estates are NOT a new phenomenon in African-Culture. In Kinyoro-Culture, “KUTARA” means “Setting out” of a building or Engineering Project. When the houses set out are many, the collective name becomes “OMUTARA” meaning “SETTLEMENT”.
The roughly 65% youth population of our country is of course the National “Engine of Development” fueled by “Collective” productive input and oiled by elderly age-old African-wisdom. If tapped into, it could drive our economy to a whole new level and President Y.K. Museveni has spared NO effort and remains tireless at making sure of supporting the youths through various presidential initiatives.
However, considering that land is a fundamental factor of production, custodians of Land “Government” and Traditional Leaderships (Bunyoro Kitara Kingdom in this case), should consider youths who fit a certain criterion as “INVESTORS” and give them “FREE LAND” for housing development as they become beneficial to society in many ways worthy of investor status going by my own experiences of early home-ownership. This will re-distribute the high dependency ratio we currently have and is in part blamed for rampant corruption. In emerging Cities like -Hoima City- a Housing Estate per Ward would be good to pilot this scheme – subject to specialized input of course. This will in addition promote intergenerational harmony.
In light and event of effectuating the above, Health-Centers can be established knowing the causative factors of hunger, malnutrition etc. are ruled out as predominant causes of sickness. The same can be argued to high school drop-out rates.
Finally, the age-old issue of orphans, in our case worsened by the AIDS scourge would have adequate attention with a healthier and wealthier population. As the First Lady Mrs. Janet Museveni advises, Omwana taitwa bufuuzi – Obufuuzi bwita ou akwata ichumu” – meaning “Being an orphan doesn’t kill a child as long as he/she heeds good and well intentioned advice; A spear is a dangerous tool to be handle by a child” This is definitely one of the fundamental ways to transform a society.
With the foregoing fundamental issues articulated, we are good to build and develop Hoima West Division Constituency together and trust you will find my campaign & respective leadership worthy of your much valued vote come January 15, 2026.
